INTRODUCTION

The Pharmacy Board of Malaysia [PBM] is established under the provision of Section 3 of the Registration of Pharmacist Act 1951. The Board consists of 18 members who are from the public sector and private sector. The secretary of the Board is not a member of the Board and is from the public sector. For the administration and running of the Board, the Ministry of Health provides a secretariat.

FUNCTIONS OF THE BOARD

The Pharmacy Board is responsible for controlling the pharmacy profession through the following activities:

  1. Registration and deregistration of Pharmacists;

  2. Registration and deregistration of Corporate Bodies;

  3. Registration of Pupil Pharmacists [before 2nd September 2004];

  4. Registration of Provisionally Registered Pharmacists [on and after 2nd September 2004]

  5. Recognition of pharmacy degrees;

  6. Approval of premises for pre-registration training of pharmacy graduates;

  7. Setting guidelines and standards on issues related to recognition of pharmacy programme and practice;

  8. Conducting pharmacy forensic/jurisprudence examinations;

  9. Conducting enquiries into complaints of unethical practices;

In carrying out these duties, the board was assisted by various committees such as the:

  1. Evaluation and Registration Committee;
  2. Forensic Examination Committee/ Jurisprudence;
  3. Training Committee;
  4. Continuous Professional Development Committee

CONTINUOUS PROFESSIONAL DEVELOPMENT [CPD] COMMITTEE

Terms of Reference

  • Identify Relevant CPD activities
  • Assist and ensure availability of CPD activities for all members
  • Establish criteria for awarding CPD points
  • Evaluate CPD activities conducted by Providers
  • Award Credit Points Based On Established Criteria
  • Establish Minimum Credit Points Required For Every Member Per Calendar Year
  • Establish Database To Monitor Progress
  • Establish discipline Specific Website With Links To Members And CPD Board
  • Work In Close Rapport With CPD Board
  • Formulate CPD Policies
  • Accredit CPD Providers Based On Agreed Criteria
  • Endorse Guidelines On Criteria Of CPD Contents And Award Points
  • Monitor And Oversee Quality Of CPD Activities Carried Out
  • Monitor The Implementation Of CPD Activities
  • Prepare Summaries, Suggestions, Recommendations Based On Reports From Various Sub-Committees
  • To Provide Avenue For Appeals

ACTIVITIES

MEETINGS OF THE BOARD

The pharmacy Board held 2 meetings in 2005:

  • 87th meeting of PBM on 24 January 2005
  • 88th meeting of PBM on 15 September 2005

EVALUATION OF PHARMACY PROGRAMMES

The Evaluation and Registration committee held 7 meetings in 2005.

It conducted various evaluation visits to institutions of higher learning.

  • "Second Monitoring" Evaluation Visit on the the pharmacy programme of Universiti Teknologi Mara (UiTM) on 27th -28th January 2005
  • "Provisional Recognition" Evaluation visit on the pharmacy programme of the University College Sedaya International (UCSI) and Curtin University of Technology on 14th -15th April 2005
  • "Approval to start" Evaluation visit on the pharmacy programme of the Asian Institute of Medicine, Sciences and Technology (AIMST) on 10th May 2005
  • "Re-Recognition" Evaluation visit on the pharmacy programme of the University Sains Malaysia (USM) on 1st - 3rd August 2005
  • Participated in the "Recognition" Evaluation visit of the Public Services Department on the pharmacy programme of the Universiti Teknologi Mara (UiTM) on 8th August 2005
  • "First Monitoring" Evaluation visit on the pharmacy programme of the International Medical University IMU [IMU's own programme] on 25th - 26th August 2005
  • "Provisional Recognition" Evaluation visit on the pharmacy programme of the UiTM on 21st - 22nd September 2005
  • "Approval to Start" Evaluation visit on the pharmacy programme of the Cyberjaya University College of Medical Sciences on 6th December 2005
  • "Provisional Recognition" Evaluation visit on pharmacy programme of the Universiti Islam Antarabangsa Malaysia on 20th - 22nd December 2005

This committee conducted 2 workshops on 20th - 21st June 2005 and 19th -20th October 2005 in updating "Guidelines on Standards and Criteria" for the recognition of pharmacy programme.

PHARMACY FORENSIC EXAMINATION

The Board held 2 examinations in 2005 on

  • 4th April 2005
  • 14th November 2005

The November examination was divided into 2 categories

  • Forensic examination - for those who were not affected in the compulsory service
  • Jurisprudence examination - for those who were affected in the compulsory service.

The questions for both of these examinations were similar but the administrations of these examinations were different. This was the first time that the Jurisprudence examination was introduced.

 

            

   

 

CONTINUOUS PROFESSIONAL DEVELOPMENT

The CPD committee had their first meeting of 2005 on 28th June 2005 to discuss and agree on the Terms of Reference of the committee and the grading system of the CPD. The second meeting in 22nd November 2005 decided to implement a voluntary CPD for the year 2006 and evaluate the results at the end of the year.

TRAINING

The Training committee prepared the training module and training record log book for the use of provisionally registered pharmacists. Both books were ready by April 2005. On the 12th - 13th May 2005, a briefing on these books was given to the chief pharmacists of hospitals and principal assistant directors of enforcement branches and the National Pharmaceutical Control Bureau who would be involved in the training of provisionally registered pharmacists.

REGISTRATION OF PHARMACIST, BODY CORPORATE AND PUPIL PHARMACIST

There was a drop in the number of new pharmacists registration in 2005 compared to 2004 and 2003. This may be due to the fact that there was a surge in registration before the implementation of compulsory service given the fact that those who were registered before 2nd September 2004 would be exempted from the compulsory service.

PROVISIONALLY REGISTERED PHARMACISTS

With the implementation of compulsory service on 2nd September 2004, 2005 saw the registration of 420 provisionally registered pharmacists. Starting from this year therefore, there will be no more pupil pharmacists.

ANNUAL CERTIFICATES FOR PHARMACISTS

[This data is from the application of annual certificates and does not include the new registration of pharmacists]

The annual certificates showed that about 76% of pharmacists were in the private sector while 22.5% were in the public sector.

"LETTER OF GOOD STANDING"

The Board issued letters of good standing to pharmacists who requested for these letters for their registration in foreign countries.

OTHER ISSUES

COMPULSORY SERVICE

With the implementation of compulsory service on 2nd September 2004, the year 2005 saw the first batch of provisionally registered pharmacists. With that, there would be no more pupil pharmacists. Also with the provisionally registered pharmacists, the pharmacy forensic examination underwent a change in name to Pharmacy Jurisprudence Examination together with a change in the format. However the underlying objective of the examination to test the knowledge of the laws pertaining to pharmacy remained unchanged.

SUMMARY

The year 2005 showed a slight drop in registration of new pharmacists compared to 2003 and 2004. However by the end of 2005, the number of pharmacists on the register has breached the 4000 mark since the total of pharmacists who newly registered and those who were issued annual certificates in 2005 was 4334. The first batch of provisionally registered pharmacists joined the public service with the implementation of compulsory service and the jurisprudence test was introduced for them.
