INTRODUCTION

The Pharmacy Board was established under the provision of Section 3 of the Registration of Pharmacist Act 1951.

The year 2001 saw a few changes in the membership and also the Secretary of the Board.

FUNCTIONS OF THE PHARMACY BOARD

The Pharmacy Board is the responsible for regulating the pharmacy profession and practice through the following activities:

  1. Registration and deregistration of Pharmacists;

  2. Registration and deregistration of Bodies Corporate;

  3. Registration of Pupil Pharmacists;

  4. Recognition of pharmacy degrees;

  5. Approval of premises for pre-registration training of pharmacy graduates;

  6. Setting guidelines and standards on issues relating to accreditation of pharmacy program and practice;

  7. Conducting pharmacy forensic examinations;

  8. Conducting inquiries on complaints of unethical practices;


In carrying out these duties, the Board is assisted by five committees namely:

  1. Preliminary Inquiry Committee

  2. Evaluation Committee

  3. Forensic Examination Committee

  4. Training Committee

  5. Ethics Committee.


In 2001, a new committee, Pharmacy Act Committee was formed.

ACTIVITIES OF THE PHARMACY BOARD IN 2001

  1. MEETING
  1. PHARMACY BOARD MEETING

    Due to various changes in the membership, the Pharmacy Board only held 1 meeting in year 2001 i.e. the 80th meeting which was held om 16th November 2001.

  2. EVALUATION COMMITTEE MEETINGS

    9 meetings was held in 2001 to discuss various issues pertaining to registration of pharmacist and body corporate and accreditation.

  3. FORENSIC EXAMINATION COMMITTEE MEETINGS

    4 meetings was held in 2001 mainly to discuss the forensic examination questions and deciding the candidates that need to sit for oral examination.


  1. ACREDITATION OF PHARMACY DEGREE PROGRAMME

    The Pharmacy Board namely the members of the Evaluation Committee did an accreditational visit to 3 institutions offering pharmacy degree programme. The visit was conducted after the institution had successfully submitted a self-study report based on the standards and criteria guidelines provided by the Pharmacy Board.

    The team did a thorough study on the documents submitted and then continued with a site visit. The visit to two private institutions namely Sepang Institute of Technology and Sedaya College was jointly done with LAN (National Accreditation Board)

    Another document which is the supplement to the previous two documents produced by the Pharmacy Board for the Accreditation of Pharmacy Degree Programme i.e Quantitive Minimum Standard is still being reviewed. This new document will only be printed after all feedback from the various Institutions offering pharmacy degree programme were received.

  1. Sepang Institute of Technology - twinning (2+2) pharmacy programme with University of South Australia.

    The evaluation of the twinning programme conducted at Sepang Institute of Technology was done after the accreditational documents were received.

    This was followed by a site visit from 19 - 20th April 2001. The evaluation team of 5 members from Pharmacy Board and 2 from LAN was headed by Prof. Madya Dr. Aishah Adam.

    The report of the visit was presented at the 80th pharmacy Board meeting.

    The Board decided to give provisional recognition to the degree Bachelor of Pharmacy and Bachelor of Pharmacy (Hons) from University of South Australia obtained via a 2+2 twinning programme with Institute Technology of Sepang.

    The recognition will be reviewed again after the first cohort of students graduate.

  2. Sedaya College - francais (intelligent-partnership) pharmacy programme with Universiti Sains Malaysia.

    This is the evaluation of the degree in pharmacy of Universiti Sains Malaysia but conducted at the Sedaya College premis all the 4 years. The evaluation panel headed by Prof. Madya Dr. P.T Thomas and 5 others visited Sedaya College from 12-13th June 2001.

    The evaluation team went through all the documents submitted and visited the library, laboratories and other facilities available. The second year students (intake) had just started when the visit was made and as such, the team managed to evaluate only those students of first year.

    The evaluation report was presented at the 80th Pharmacy Board meeting and the evaluation team was asked to do another visit later.

  3. Universiti Kebangsaan Malaysia

    The accreditational visit from 12-13th July 2001 from Pharmacy Board was headed by Dr. Chua Siew Siang. The site visit conducted was to the pharmacy department of UKM and also to the training premis of the students i.e Hospital UKM Cheras.

    When the evaluation report was presented at the 80th Pharmacy Board meeting, it was decided that pharmacy programme at UKM be given full accreditation. It will be reviewed again in 5 years time.


Documents on accreditation produced by the Board were also given to:

  1. Royal College of Surgeon, Ireland

    This Institution applied to get their pharmacy degree programme accredited by the Malaysian Pharmacy Board.

  2. University of Tasmania who is interested to start a 1+3 twinning pharmacy programme with a local college in Malaysia i.e. College Damansara Utama.


  1. PHARMACY FORENSIC EXAMINATION

    Two examinations were held in 2001 at four different centers simultaneously namely at Kuala Lumpur, Penang, Sabah and Sarawak. The pharmacy undergraduates at the University Kebangsaan Malaysia, University Malaya and University Sains Malaysia also sat for the same examination paper prepared by the Board on the same day and time at their respective Universities.

  1. The first written examination was held on 11th June 2001. 117 candidates applied to sit for the examination but only 112 candidates turned up. These are the graduates from overseas i.e excluding students from the local universities.

    17 candidates were called to sit for the oral examination held on 16th July 2001. The final result was 29 out 112 candidates failed while 83 passed. The percentage passed was 74.1%.

  2. The second written examination was held on 19th November 2001. 64 applications were received but only 63 candidates turned up for the examination. 15 candidates were called for the oral examination held on 7th December 2001. Only 24 out of 63 candidates pass while 39 failed.

  1. REGISTRATION OF PHARMACISTS, BODIES CORPORATE AND PUPIL PHARMACISTS

    Registration statistics for the newly registered pharmacists, pupil pharmacists and bodies corporate for the period 1995 to 2001 are as in Table 3.

    The number of pharmacist registered throughout year 2001had increased to 310. This was made up of 170 local graduates and 140 graduates from overseas. Out of 310 pharmacists, 8 are foreigners whose registration valid only for 2 years and 3 are reregistration for those deregistered pharmacist.

    The detail breakdown of the registered pharmacists are as follows:

    There was also an increase of 3.2% from 248 to 256 in the number of pupil pharmacists registered in 2001, reflecting an increase in pharmacy graduates output. This was made up of 188 (73.4%) local graduates and 68 (26.6%) graduates from overseas.


  1. DISTRIBUTION OF REGISTERED PHARMACISTS THAT RENEWED THEIR ANNUAL CERTIFICATE IN YEAR 2001

    The numbers of pharmacists that renew their annual registration certificate for the year 2001 increased by 9.35% from 2437 in the year 2000 to 2665 in 2001.

98 pharmacists who renew their annual retention are working outside Malaysia. Selangor has the most pharmacists that renew their annual retention followed by Wilayah Persekutuan Kuala Lumpur.

Out of the total number of 2665, public sector and private sector contribute 17.3% and 79.1% relatively. While the remaining 3.6% is contributed by those working in overseas.

By ethnic group, about 35.33% of the 2975 pharmacists are Malays, 58.1% are Chinese, 5.6% are Indians and 0.97% are of other races including foreigners.

  1. LETTER OF GOOD STANDING

    15 letter of good standing was issued out to pharmacist who want to register with Pharmacy Board outside Malaysia and thus work abroad.

    The letter of good standing were issued to Singapore, Great Britain and Australia showing the countries where most Malaysian pharmacist work outside Malaysia.


  2. PREMISES APPROVED BY THE BOARD FOR PRE-REGISTRATION (PUPILLAGE) TRAINING

    Five more new private premises was approved as the training premis for pupilage in the 80th Pharmacy Board meeting. The new premises were:

  1. Pusat Pakar Tawakal Sdn. Bhd.

  2. Selangor Medical Centre

  3. Camden Industries (M) Sdn. Bhd. Pulau Pinang

  4. Central Pharmacy Sdn. Bhd. Sibu, Sarawak

  5. Farmasi Aslam, Likas Plaza, Sabah


Two premises were taken out from the approved list of premises for training pupil pharmacist after rechecking, i.e.

  1. Kinabalu Pharmacy Sdn. Bhd, Donggongan, Penampang, Sabah

  2. Farmasi Aslam, Sembulan Baru, Sabah

Application from Loh Guan Lye Specialist Centre, Pulau Pinang as the premis for pupil pharmacist was rejected when presented to the 80th Board meeting.

The total number of private premis in the approved list until end of December 2001 total 76 as in Appendix A. It is made up of 43 retail pharmacies, 1 wholesale pharmacy, 15 private hospitals and 17 pharmaceutical factories.

The number of private premises was additional to 43 hospitals under Ministry of Health, National Pharmaceutical Control bureau and 3 hospital unders Ministry of Education namely Hospital University Kebangsaan Malaysia, University Sains Malaysia, Kubang Kerian, University Malaya Medical Centre with an additional hospital i.e. Institut Jantung Negara.

CONCLUSION

Year 2001 was a very challenging year which saw many changes in the membership and the secretary. Three accreditational visit was made to University/higher Institution offering pharmacy Programme. The number of registration for pupil pharmacist, registered pharmacist and body corporate keep on increasing and so is the renewal annual retention certificate. It was quite a hectic year.
